Dear Robinson,
I built a wooden-framed model similar to yours:
bearings, 8-sided, pegged, etc.
It not only did not do 19 rpm,
it did not do 12 revolutions
before it got disgusted and quit.
It makes a hell of a racket.
I am thinking of making a windmill-wind chime
out of it.

Dear Sterling,
I have seen enough perpetual motion stories
to believe that they may exist.
But I know that I do not have one.
The weights are washers.
The spots on the edge of the upper right
are nuts for balancing the wheel.
